November 16, 2005—Bill Horn, "Gang Forum Call to Action," A
Word from Supervisor Bill Horn, (newsletter)— I
was encouraged by the response of pastors and community leaders at our North
County Alliance to Stop Gang Violence public forum. It was the second in a
series of strategy sessions to take back our neighborhoods from street gangs. We
need foot soldiers and city leaders to come on board. This is not a political
issue. It’s a life and death issue. We want to divide the city into precincts
and go after the gangs one by one. I appreciate San Diego County District
Attorney Bonnie Dumanis’ leadership and action-oriented support. She left no
doubt about her intentions when she said, “We are here with the Faith-Based
community to go shoulder to shoulder to solve the gang problem.” The Rev.
Gerald Johnson, who heads the Faith-Based Ten Point Coalition program to reduce
gang activity, said progress is happening through ministry, mentoring, and
monitoring. The Rev. Eugene Rivers, founder of the national TenPoint Coalition
in Boston was our special guest for the evening and said the crime rate and gang
activity can go down if pastors hit the streets and confront gang leaders and
drug dealers. Fielding questions was a panel that included Oceanside Police
Chief, Jerry Lance, Superintendent of the Oceanside Unified School District, Ken
Noonan, County Deputy Chief Administrative Officer for Public Safety, Harold
Tuck, Sheriff’s Lieutenant Derek Clark of the North County Regional Gang Task
Force, and Deputy Director County Health and Human Services, Nick Macchione. The
first strategy session involving the TenPoint Coalition was a closed door
session held in February for law enforcement officials. The next forum will
involve the business community. A date and site for the event are TBA.
