Wayne to repeat as natural resources chair

Sacramento, CA. (Special) -- Assemblyman Howard Wayne (D-San Diego) was asked by Assembly Speaker Robert Hertzberg (D-Van Nuys) in a recent meeting to continue as chairman of the Assembly Committee on Natural Resources when the next Legislature convenes. Assenting, Wayne told Hertzberg he also would like to serve on the budget subcommittee that deals with natural resources.

"I said I think we need to marry policy with expenditures," Wayne told HERITAGE. "I am not sure how that will play out but it makes sense that if you have oversight of a policy area, you probably want to be involved in the implementation as well."

With members of the Legislature limited to three terms, this will be the last two-year term for Wayne. In the Natural Resources Committee, he said, he wants to concentrate on building infrastructure to prevent polluted runoff from fouling the beaches and the coastline. 

Additionally, he said, he has four other major legislative goals: 1) developing more sources of electrical power in the western United States and lessening the cost of electricity to consumers; 2) providing legislative assistance for "smart growth" policies that will curb urban traffic and congestion; 3) reforming the practices of health maintenance organizations, and 4) protecting the privacy of citizens from snoopers.
