American Jewish Committee's top analysts assess how legislation is likely to fare in 107th Congress

Washington (special) -- Jason Isaacson and Richard Foltin, respectively the government affairs director and legislative director of the American Jewish Committee, recently drew some conclusions on how various issues are likely to fare in Congress. 

Based on Republicans now having a sitting President in the White House but quite slender majorities in both the House and the Senate, the AJC officials predicted that the new Congress:

* will repulse any new attempt to pass an expanded school prayer constitutional amendment.

* is more likely than the last Congress to pass, and have signed by the President, a bill authorizing a limited educational voucher program.

* will probably enact "charitable choice" provisions, enlisting religious programs as allies in administering various government programs.

* may be more sympathetic to restoring due process to immigrants accused of violating American law.

* will bottle up proposed legislation to increase federal penalties for hate crimes.
