Rotto has been a fixture in San Diego politics since the 1980s. He has served as a political consultant and policy analyst at the federal, state and local levels of government.  His career highlights include serving as a Special Assistant to Governor Gray Davis, coordinating the Democratic Victory office in 1992 and work in New Mexico for the Kerry for President campaign.  He continues to consult for Democratic Voters Choice, a slate mail company based in Glendale. 

Gary's political career have been punctuated by stints in the Jewish Community, serving as the executivedDirector of the American Jewish Committee in San Diego and working for both the Long Beach and Los Angeles Jewish Federations.
